Arcgis Online Map Service. To draw a polygon to define the area you need to take offline click the Sketch polygon map area button and draw the polygon on the map. You can also add OGC WMS maps as items in ArcGIS Online.
To begin the process set general properties and publish see Publish a map service. Youll make the map in ArcMap then publish the map as a service to your ArcGIS Server site. Otherwise the Sketch polygon map area button will not be active.
